How to calculate

Finds your household income as a percent of the federal poverty level (FPL), from the 2026 or 2025 HHS poverty guidelines for your household size and state.

Method: FPL percent = yearly household income ÷ (first-person guideline + (people − 1) × added-person amount) × 100.

  • HHS poverty guidelines for 2026 (January 15, 2026) or 2025 (January 17, 2025).
  • A monthly income is multiplied by 12.
  • Each program decides whose income counts and which year’s guidelines apply.

This formula gives every amount in the HHS tables for 1 to 8 people, and HHS states the added-person amount for larger households.

FPL percent = yearly household income ÷ guideline × 100. A monthly income is first multiplied by 12. The percent shows to one decimal (half up); nothing else is rounded.

Income at common levels = guideline × level ÷ 100, for 100%, 133%, 138%, 150%, 200%, 250%, 300% and 400%, shown in dollars and cents.

Assumptions

  • The guidelines apply to every age; HHS has no separate figures for older people.
  • Puerto Rico and the other territories have no HHS guidelines; programs there decide which figures to use.
  • Each program decides who is in the household, which income counts, and which year’s guidelines apply. This page does not decide eligibility.
  • After January 31, 2027 the page keeps the 2026 guidelines until it is updated and says so.

Worked examples by hand

Family of 3, $40,000 a year, 2026. Guideline = 15,960 + 2 × 5,680 = $27,320. 40,000 ÷ 27,320 × 100 = 146.4%.

Family of 4, $33,000, 2026. Guideline = 15,960 + 3 × 5,680 = $33,000, so the family is at 100%.

Household of 9 in Alaska, $100,000, 2026. Guideline = 19,950 + 8 × 7,100 = $76,750. 100,000 ÷ 76,750 × 100 = 130.3%.

Couple in Hawaii, $30,000, 2025 guidelines. Guideline = 17,990 + 6,330 = $24,320. 30,000 ÷ 24,320 × 100 = 123.4%.

What is 100% of the federal poverty level in 2026?

For the 48 contiguous states and DC, the 2026 guideline is $15,960 for one person and $5,680 more for each added person: $21,640 for 2, $27,320 for 3 and $33,000 for 4. Alaska and Hawaii are higher.

How do I work out my FPL percentage?

Divide your yearly household income by the guideline for your household size, then multiply by 100. A family of 3 with $40,000 is at 40,000 ÷ 27,320 × 100 = 146.4% FPL.

What is 138% of the poverty level?

138% FPL is the Medicaid income limit for adults in states that expanded Medicaid. In 2026 it is $22,024.80 for one person and $45,540 for a family of 4 in the 48 states and DC.

Which year’s guidelines should I use?

Use the year your program says. Medicaid and CHIP switch to the new guidelines early in the year. Marketplace premium tax credits for 2026 coverage use the 2025 guidelines.

Is the FPL the same as the poverty threshold?

No. HHS poverty guidelines decide program eligibility. The Census Bureau poverty thresholds are a different measure used for statistics.
